With the development of society and economy, people need a higher livingstandard.Especially under the background of frequent accidents of a series of food andwater security accdents. people focused the quality of drinking water increasingly.Due to the economic development of Hunan province and the urban populationincrease, and mining, industry enterprise’s development and other reason cause thequestion of water increasingly shortage of water resources and water quality securityis becoming more and more serious in Xiangjiang River. Otherwise, on thebackground of implementing the protection regulations of Xiangjiang River in HunanProvince, the study on the water security is very urgent.This paper on the basis of the monitoring data of each section of the ripple watertributary in Xiangjiang River in Xiangtan, use the the fuzzy comprehensivemathematical model to over evaluations of Xiangjiang River. Beacuse the model withfuzzy mathematics method can describe the characteristics of complex system, so thepaper use the model to study the change rule between the cross section and differentin Xiangjiang River. At the same time, using the EPA recommended health risk modelto the Xiangjiang River and Lianshui water of every month throughout the year in2011and three years of20092011, with the purpose of studying the change rules ofenvironment health risk assessment of pollutants into the section of the pollutants inpersonal health risks in time and space change rule. Finally analysis betweenconsistency, in addition to the calculation results which are from the above twomodels, analysis result in this provide breakthrough the Xiangjiang river waterpollution causes, and based on this, advances the water quality security measures inXiangjiang River in Xiangtan.According to the fuzzy comprehensive evaluation of water quality, the water qualityis expressed as main aspects in the following: the drinking water Xiangjiang River inXiangtan is a cause for concern, the grade of water quality Ⅳ or Ⅴmostly, the mainpollution indexes are CODMn, BOD5, NH3-N, Cd, As, Hg, and the maximum weightsof fecal coliform is0.904; In20092011water quality during the three years isgradually get better. River water quality change rule between different mo nitoringcross section is follows: Ma Jiahe>Wuxing> Yi Jiawan. Water quality in differentmonths of2011, with seasonal change, which in March and September are the twoturning points. The overall water quality is decline from September to October and from January to March.According to the health risk assessment,The risk caused by pollution in theXiangjiang River in Xiangtan are greater than5.0×10-5a-1,the value recommended byICRP. Main cancer-causing chemicals are main pollutants; The health risks of heavymetal pollution due to water resource in order as follows:As>Cr6+>Cd>Cu>Pb>Hg>Zn. The results of the characteristics from health riskassessment and evaluation of water quality are coincide in the Xiangjiang River inXiangtan,for example the highest health risk is Majiahe sectionAccording to the above two aspects of the evaluation results, and combine thecharacteristics of Xiangjiang River in Xiangtan.Analyzing the main reason forpollution, put out a series of security measures for control the pollution.
