Since reforming and opening-up policy, China's economy continues to develop rapidly, the urbanization continues to increase. In the process of transition from planned economy to market economy, the society enters a rapid development period and a transition period, urban development is facing an unprecedented complexity and contradictions. Accordingly, urban planning as the guidance of the city development, is facing the corresponding challenges. On the other aspect, cause government's public finance is limited while the society, economy and city is developing rapidly, the input for public facilities and infrastructure need more and more market-oriented approaches to be solved. In the situation, particularly in the case of the implementation of urban planning and urban construction and management process, there are many problems and social conflicts. The most prominent is the external impact due to the implementation of urban planning and urban development, which makes the public interests are occupated as the indivdual insterests which was unearned , and it led to injustice and makes many problems and social conflicts appear in our city and is in the urgent need to address. It can be said that the perspective of planning gain studies, has just carried out a more reasonable sum of the issues involved and the interests relationship involved, and it can make further studies of those problems. Only a clear understanding of the nature of the problems and the key features, can we solve these problems. In the article, the proposition and the summary of planning gains and the public restoration which was targeted and creative, make a reasonable explaination of those problems and methods to solve them. In order to achieve the goal of protecting the order in urban constuction,coordinating multi-stakeholder and achiving sustainable development, we must do systematic studies of planning gains and the public restoration, so that can guide urban planning and urban management.This article is based on the background above and creatively put forward the research topics, and tries hard to clear and comb the basic principles, essential content, practical meanings and problems of the urban planning gains and the public restoration by studing basic theory and domestic and foreign situation of them, through economic, social, legal, administrative and other academic aspects. And the article makes an analysis and summary of the planning gains and the public restoration of china, according the actual sistuation in our country, and according which we can porpose some useful suggestions to solve the problems.This article has five chapters, and the struchure is divided into two parts:The first part is from the first chapter to the third chaper, which proposes and analyzes the problems of urban planning gains. The first chaper is an introduction, which proposes the purpose, meaning and research methods of the article, and determines the research framework and structure, and then makes an explanation of concepts of planning gains and the public restoration. The second chapter combs and summarizes the basic theory of planning gains, and makes an analysis of methods and types of it. The third chapter makes an further analysis of problems of planning gains in our country, on the base of the research above.The second part is the forth chapter and the fifth chapter, which proposes some solve-methods and suggestions of the problems above. The forth chapter proposes the methods to solve the problems above which is the public restorations of the planning gains, and then makes an analysis of the reasons of its appearance, history, and basic theory of it and makes an analysis of the methods of it. The fifth chapter does a further analysis of actual situation of the public restorations in our country, and proposes basic principles and suggestions to solve the actual problems.
