With the gradual implementation of the networked expressway toll collection system in Hunan Province, greater importance is attached to its benefit evaluation. This thesis, first of all, offers the definition, characteristics, functions and road network structure of the networked expressway toll collection system in Hunan Province. Supply and demand equilibrium analysis on the benefit of networked expressway toll collection system reveals that differential benefit resulting from the comparison between the expressways with the implementation of the system and the original highways or alternatives constitutes the source of economic benefit for the networked expressway toll collection system and that external effects of various natures in the construction and operation of the networked expressway toll collection system constitutes the source of social benefit for the networked expressway toll collection system. Secondly, this thesis, in the context of rapid development of expressways in Hunan province, analyzes the implementation plans, management models, the existing problems and development prospects of the networked expressway toll collection system in Hunan Province. The thesis then proposes to construct the evaluation index system of the networked expressway toll collection system in Hunan Province consisting of economic development impact, social development impact, network traffic system effects, energy impact and environmental impact. According to the characteristics of the networked expressway toll collection system and on the basis of traditional cost-benefit analysis and with-and-without method, the thesis employs the AHP-Entropy method which combines subjective judgments and objective facts to calculate the weights of factors. Furthermore, the integration of these weights and Topsis method of hybrid multi-objective evaluation leads to benefit evaluation. It turns out that in the initial period, the evaluation results are relatively lower, but they reach a high level during the last period. The results show a trend of ascent. Overall, the positive social effects of the networked expressway toll collection system in Hunan province will continue to rise. It has a good prospect for sustainable development and meets the requirements of the construction of a conservation-minded society an eco-friendly society. Finally, some policies are proposed to enhance the effectiveness of the networked expressway toll collection system in Hunan province.
