In recent years,with the development of economy,the demand for efficient and comfort traffic travel surges.Expressway Network is an important part of China’s roadway network.With the continuous construction of highways,the density of roadway networks and traffic flows continue to increase,which caused some operation efficiency,operation management and traffic safety related issues.In view of these issues,it is urgent to establish the roadway network operation status evaluation system which fits China’s expressway network perfectly.The evaluation index will indicate the operation status of the expressway network,provide reliable traffic information for travelers,help travelers to avoid traffic congestions,greatly improve the travel efficiency,reduce the waiting time caused by congestions,help transportation department make correct traffic mitigation decisions,provide data support,and can effectively improve the operation efficiency,safety performance and travel convenience.This paper studies the expressway network operation status evaluation method based on the actual demands of the transportation departments and travelers.The expressway toll data combined with the current operation status of expressway network were used as basic data.the expressway network operation status were analyzed through the estimation of the evaluation index.Firstly,the collected expressway toll collection data needs to be filtered,converted and pre-processed as needed,in order to provide the qualified data for the expressway network operation status evaluation system.Secondly,the evaluation index of the expressway network is constructed.The concepts and classification of network operation status were firstly defined.On the basis of the concepts and classifications of the network operation status,this paper sets the needs and principles of the evaluation system and combine it with the information extracted from the toll data to determine the index which will be used in the evaluation system.In this paper,the OD information is firstly extracted from the pre-processed toll collection data.The average speed,average traffic volumes and average travel distance of each roadway segments are calculated through OD information,and then using weighted average method to compute the average speed,average volume capacity ratio and average delays of the collection network,which was selected to be the collection network operating status evaluation index.Thirdly,establish the expressway network operation status evaluation method.Based on the analysis of the existing evaluation methods,taking into account the characteristics of fuzzy boundaries of traffic operation state,this paper proposed a fuzzy C mean clustering evaluation method for the operation status of expressway network.The traditional fuzzy C mean clustering algorithm determines the initial clustering center randomly and ignores the effect of the weight of the evaluation index.This paper uses the weight based fuzzy clustering algorithm and feature weighting method to improve the traditional FCM algorithm.Finally,the regional expressway network were analyzed using the established evaluation method to verify the effectiveness ofthe highway network operating status evaluation system.
