The grid technology will develop into Smart grid in the 21st century. Smart grid is characterized by a powerful Information Collection System. In the system, power management department, users and terminal have interactive communications. Information Collection System is an important component of Smart grid. The system is the basis of "full collection, full coverage, full pre-paid". The Information Collection Terminal is an important part of the Information Collection System.In this paper, on the basis of researching Smart grid, Meter Reading System and SMS, RF card, FFT algorithms and complex Electricity Billing algorithm, presents the design of Prepaid Electricity Management Terminal based on SMS. The terminal uses TMS320F2812 as CPU, with peripheral devices such as mobile phone communication module MC55, RF Card operation module MFRC522.The terminal can do remote operation and send alarm information via SMS, it also can recharge the balance by SMS or RF Card. And it can transfer large amounts of data via GPRS. The terminal can be seamlessly integrated into the existing power system for meter reading, power quality analyzing, billing and achieve Prepaid Electricity functions.In this paper, the method of designing, the component of hardware and the frame of software are explained in detail, and some circuit diagrams and software flow charts of important functional modules are given.
