The task of collecting energy charge is the final part of electricity producing and management. Only when the energy charge is fully and timely collected can the electricity producing activities run normally. Nowadays, it is not an easy thing to read the energy consuming data and to charge accordingly on time. In this paper, a prepaid charge control system is designed to solve this problem. It is based on infrared remote control card and prepaid charge controller. The electrical energy customers are pre-charged, while the actual fee is taken according to the consumed energy within different time-related rate zone. This system introduces the way of separating the prepaid charge controller and the power meters, and based on the common power meters fulfills the prepaid charge control. The following research work is done in this paper.1) Firstly, sets forth the principle of three-phase prepaid charge control system. Comparing the control procedures for the prepaid charge control system, the preferred control procedures are gained. Then summarize the time of use (TOU) theory. Moreover, the accounting analysis of the energy charge is also construed.2) Secondly, elaborates the overall hardware design proposal of the three-phase prepaid charge control system, and then expatiates the minimum system based on ARM-LPC2364, the circuit design of infrared and 485 communication module, relay control module, I2C module. Lists some issues that need to pay attention to in hardware design, and sums up the anti-jamming methods.3) Thirdly, the overall software design idea is described. The realization methods for energy charge accounting module, communication operation module, the infrared remote control card operation module are discoursed in detail. The flow chart and code realization are given.The three-phase prepaid charge control system introduced in this paper works fine, it can achieve multi-rate charge accounting and take the infrared remote control card as the carrier to develop a collect meter reading system. Its main technical performance reaches the expected design.
