With the development of management automation, the government focuses on promoting the smart electric grid. To build up the long distance control of grid power management system which more informational, automatic, interactive is the trend of the way that makes the grid reliable, safe, economic, efficient, environmental come true. And today’s GPRS communications technology could solve the problem of disadvantages which extinct in the current load control system to improve and optimize the load control technology.This article analysis the demand of the functional requirements and designs an meter control management system based on GPRS. The composition and identification of the whole system, the selection of communicate standards, the design hardware and software platform are introduced in the article.The meter terminals and networks use the GSM/GPRS networks to achieve the functions of energy metering, power monitoring, remote meter reading, remote load control, line loss statistics and analysis. And especially for controlling the electricity consumption of the key users and major customers to increase the effectiveness of forbid the stealing investigation, reduce the economic losses may caused to the enterprise. The experimental results show the feasibility and effectiveness of the system meets the requirements of the design.
