In recent decades, as china's population growth, economic development and unreasonable use of water and other factors, these seriously effect on our economy, sustainable development and harmonious society construction. therefore, ensuring water security is of great realistic significance and far-reaching historical significance.Urban water supply security is the urban water supply system to fit the needs of economic and social development, sufficient to ensure urban water, urban industrial water, city water and fire water ecology, at the same time must fit water users'water qualitys and water pressure requirements, urban water supply is directly related to industrial production and living needs of the masses. service is comprehensive, impact is global in nature. with urban economic and social development elements, to form a relationship can not be separated even for a moment, reflect an important symbol of Urban Development. therefore, a good safety and security of urban water supply has important practical significance and strategic significance.In this paper, the main aspects of the study is safety evaluation of water supply in Harbin.on the basis of the research of the background and significance, the concept of water security, meaning and history of the starting point, In Harbin, use the PSR model, focuses on water supply security, the establishment of evaluation index system of the steps, principles, etc,after in contrast of the strengths and weaknesses of evaluation methods, chose practicality and effectiveness gray relational analysis,find the several major impacts of harbin's total annual water supply,on basis of the theory, for the results of the evaluation, combined with existing relevant conditions and development planning in harbin, put forward practical measures, to ensure future water supply of Harbin city to meet the needs of future urban development,provide conditions for the faster and better development of harbin,and it has certain reference value to other cities in China similar to the safety evaluation of water.
