Phone recording is the necessary step and control method for power system when commanding and dispatching. With the coming of NGN era and the development of softswitch technology, power dispatching communication networks based on IP and the VOIP phone will be the used in power system in the future. On the basic of analyzing phone recording requirement, this thesis gives a distributed voice recording solution adapting to the new communication environment of power system and discusses the design and implementation of voice recording server software in this system.Voice recording server is located in the first-level dispatching center of power system. There are two kinds of tasks for it. On one hand, all the voice recording data and relative information are managed centrally by the server through communicating with network front-end computers. On the other hand, various services are provided to system user such as voice recording information querying, phone state real-time display, real-time calling monitoring and so on. As the organization of the power dispatching system is hierarchical, dividing system users into different levels and giving them distinct privileges is also an issue for voice recording server. Moreover, responding to the clients' requests in time and high scalability is the requirement the server needs to satisfy.First, in this thesis, the overview of power dispatching system is introduced and then the principle and shortage of existing voice recording systems are analyzed. After listing some relational techniques, the whole design framework of the voice recording system is given. Then the whole software structure of voice recording server is described and contents concerning the database tables are stated. Afterwards, the implementation of voice recording server is explained in detail, including the selection of software technique scheme, illustrations on self-definition message structure and the design of key functional modules. Finally, the testing result and overall evaluation about this system are given, and the further research on system extension and improvement is pointed out.
