The vigorous development of information technology and intelligent transportation system give the informationization construction of Armed Police transportation a great opportunity. The developments of geographic information system and spatial orientation technology, along with the combinations of wireless data communication and network technologies, provides an ideal platform for management, commanding and planning of Armed Police transportation.After in-depth study of positioning technology, geographic information technology and telecommunications technology, we design a route planning and real-time management system. Because the system is large and complex, I have only completed part of the work. My work is focused on the route planning algorithm, integrated positioning algorithm, and data transfer protocol. Based on the establishment of the electronic map and road databases, the visualization of the planning and supervision is implemented. And my work in this complex system is listed as follows:1. This thesis analyzes the importance and challenges of Armed Police transportation informationization construction. It also discusses the meaning and purposes of developing this system based on the system functional requirements and challenges. It designs the overall structure of this system, builds the functional modules and demonstrates the structure and functions of the sub-system.2. On the basis of route planning issues and optimization algorithms, this thesis classifies, abstracts and builds the mathematical model for different, complex Armed Police military transportation issues, as well as designs and develops the solving processes for C-W algorithm for Closed/Open vehicle routing problem and experiments it in real cases.3. The thesis analyzes the problems in the existing GPS systems,tries to solves the inaccurate positioning issues due to signal missing by designing an positioning combination algorithm based on the adaptive federated Kalman filter and DR single poisoning algorithm, which improves the accuracy and real-time features.4. As for the position signal and control information transmission, the thesis fully combines the advantages of GPRS and GSM and designs two communication modes, both of which satisfy the system requirements. Apart from this,it defines the transport protocols and communication gateway.5. The thesis integrates positioning, route planning and GIS after building electronic maps and route information database, and enables the real-time demonstration of the vehicle running situation, and visual management, commanding and planning for Armed Police transportation.The research results and system development work from this thesis are quite useful in the practice of Armed Police transportation informationization construction, which achieves dynamic vehicle management and planning, improves the utilization of vehicles, reduces the transport cost, and also strengthens the army power by supplying real-time and accurate information for commanders.
