Study On Urban-rural Planning Formulation System Of Chongqing Base On Urban-rural Integration

Urban-rural integration is not only an important and profound social change but also a new phase of urban development.Co-ordinating urban and rural economic development,and promoting urban-rural integration is one of Hu Jin Tao's three orientations about Chongqing's development. Chongqing has been authorized to be the experimental area of urban-rural integration for more than 2 years and has reformed in various areas. In achieving urban and rural development, promoting the integration of urban and rural, planning work which occupies an extremely important position in the urban and rural planning system must go first. All kinds of planning is the key means to control the Urban and Rural Development. Based on the background of Chongqing's urban and rural development, and combing the advanced experience of foreign cities, this article has targetly analyzed the status quo, existing problems and related factors of Chongqing Urban and Rural .Planning formulation System. Then,the article has also presented the idea of rebuilding the framework of this system in order to give some useful suggestions to planning formulation of chongqing urban-rural integration. This article could be divided into the following sections:Section one (chapter 1 and 2) chiefly described the research background, significance, methods, as well as some related conceptions of urban-rural integration and planning formulation system. Meanwhile. In the same time, this section has focused on analyzing the status quo of Chongqing urban and rural planning system. Then,it summarized the problems of this system.Section two (chapter 3 and 4) has analyzed the urban and rural planning system in other cities and areas at home and aboard in order to give some suggestions to further development of chongqing urban and rural planning system.Then it explored the related factors of chongqing urban and rural planning system, then analyzed the affecting force that the factors affectd to.Section three (chapter 5 and 6) based on all kinds of affecting factors and learned from the advanced experience at home and abroad,the author has put forward the idea of rebuilding the framework of chongqing urban-rural planning formulation system that is the five space level, the two series and the three major stage. The author has put forward some relevant suggestions on every planning stage. Then, the author has also bring up some strategies on how to bring the urban-rural planning formulation system into practice.
