Study On County(District) Of Chongqing Urban-Rural Master Planning Based On Comparative Study Between Zhengjiang And Chongqing

Since the reform and opening, the world has witnessed the significant development of our nation's economy and society. Urban development has entered into a new phase accompanied by a faster speed of upgrading in terms of consuming system and productive system. Although our economy develops fast, the disparities of regional development and personal income between urban and rural areas are expanding more, and the conflict existing in the two kinds of economic systems is being intensified as well. From the perspective of urbanization, , it's a stage of various problems to emerge as Social contradiction, huge population growth, environmental deterioration, natural resources depletion. At the same time, governing difficulties on social structures will come into light, and the management forces of our government will go through continuous adjustment and reorganization in order of being upgraded into a higher stage.Handled well, our country will get into a relatively stable stage, otherwise, it's will encounter a stagnation.This article take a county which in our country plays a very important role in the process of our nation's modernization as the research object, Author proposed to take Chongqing as an example and take advantages of the experience of Zhe Jiang province to find out a suit model for Chongqing, to make a further step for the integral planning of the western areas in county level.This article first makes clear the studies of the changes in the rural-urban relationships in foreign countries , and summarizes the practical studies of urban-rural integrated planning in the county level in our own country. Meanwhile, it sums up the basic theories of changes in the relationships between the urban and rural district. Then, the article presents the comparability and key points of comparison between Zhejiang and Chongqing through analyzing the similarities and differences regarding the economical and social backgrounds. For these problems Chongqing faced and these experiences and lessons Zhejiang obtained. Mainly uses comparative analysis, field surveys, literature analysis, lessons learned, induction, deduction and other research methods, it contrast the main content of urban-rural master planning betwteen two districts,which are including Philosophy, practical methods, frame, general goal and directions of industry, spatial overall arrangement, and that of public services and infrastructures; it contrast the integrated planning,regulatory instructions and dynamic perfection system betwteen two districts, which are including the legal status of the urban-rural integrated planning, regulatory instructions of land circulation,residence register reform and social security policies,revenue distribution and compensation systems of joint investment and cooperation capital,supervision and inspection,dynamic assessment and feedback of implementing results,which targeting to find new trail for the urban-rural planning in the county level of Chongqing.In the end, this article makes several suggestions about the main contents, laws and regulations, as well as dynamic perfection system of Chongqing's urban-rural master planning in the county level.
