Highway traffic is the lifeline of the national economy, and the highway electro-mechanical equipment is one of the basic security for users to use the highway safely and effectively. Especially for the expressway, the function of "high-speed, safe, and comfortable" can't be achieved without those electro-mechanical equipments. But it isn't easy to ensure the reliable operation of expressway electro-mechanical equipments. For a long time, many maintenance management departments are affected by the traditional ideas of "more repairs, more maintenance, the more the better" and "repairing after fault", this often results the waste of costs, untimely maintenance and hidden danger of accidents. Therefore, this article takes the "Research of Expressway Electro-mechanical System Maintenance Management system and Reasonable Maintenance Cost" project which has become the concern of maintenance management as background.Firstly, this article explained the importance of highway electro-mechanical system equipments, analyzed the management system of expressway electro-mechanical system equipments, compared the advantages and disadvantages among self-maintenance mode, professional maintenance mode and three-level system maintenance mode, and proposed a separation of management and conservation of new management mode, that is three-level maintenance mode. Secondly, based on the classification of expressway electro-mechanical system equipments according to the function of the equipments, it classified the level of expressway electro-mechanical equipments by using AHP. In addition that, this article also combined the project budget theory with expressway electro-mechanical system equipment maintenance cost calculation, it is called electro-mechanical system equipment maintenance cost model of expressway base on a single one-time-based maintenance. Finally, a traditional cost control method (Fuzzy Cost Control Act) was used in the project of Chongqing Expressway Co. Ltd, which helped to verify the feasibility and correctness of expressway electro-mechanical system equipment maintenance cost model.Based on the "Research of Expressway Electro-mechanical System Maintenance Technology Standards and Reasonable Cost" project, this article proposed a new framework and management model on highway electro-mechanical system equipment maintenance cost calculation by using AHP, fuzzy cost control methods and budget theory, which provides a reference of maintenance routes for expressway electro-mechanical maintenance departments.
