Domestic highway construction enterprises will develop quickly in the near future; meanwhile, market layout and structural adjustment are carried out drastically. Thus, domestic large-scale enterprises specially engaging in highway construction will face a more complicated domestic and overseas market environment in the future. The enterprises have shown their maladjustment while facing current and future conditions. And it is the common and urgent problems facing domestic highway construction enterprises to accurately master development direction in the future, concentrate strategic resource and core capacity of enterprises, prepare strategic analysis orientation, timely implement strategic reconstruction and strategic transformation, and guarantee sustainable, coordinated and balanced development.Based on ample experience of the author working in highway construction enterprises, this article brings forward an overall highway construction enterprises and the transformation of viewpoints from "bigger and stronger" to "more excellent and stronger" through analyzing the change trend of current and future economic situation and market environment, especially during the "12th Five-year Plan" period, strengthening competitive power of highway construction enterprises and starting from the strategic target of realizing maximum value of highway construction enterprises with EAC company as the researching prototype. Supported by this viewpoint, the article carries out a pilot study of strategic orientation, strategic target, strategic thought and strategic methods of highway construction enterprises facing the "12th Five-year Plan" and forms a complete strategic layout plan for enterprises of the same kind through all-round analysis under actual situation.According to the logical structure of "bringing forward question, analyzing question and solving question", the article lays its emphasis on analysis, including the analysis of theoretic method and actual enterprise cases. At the time of comprehending the research on enterprise strategic management, the article puts forward the "doctrine first, art later" viewpoint of strategic research aiming at the "art without doctrine" defect of western strategic research; in addition, based on careful and detailed analysis and research, the article brings forward the basic viewpoint that domestic large-scale highway construction enterprises should carry out strategic reconstruction and strategic transformation in time, and rectifies the viewpoint of cancelling strategic research because of extreme uncertainty in domestic construction industry. In analysis stage, the article adopts SWOT (strength, weakness, opportunity and threat) method, draws lessons from "Michael Porter's Five Forces Model", makes use of core competence theory and comparative advantage theory, and sets complete and accurate strategic orientation for domestic highway construction enterprises.Masterstroke of the article is the circulation along strategic management "PDCA", and the collusion of the article is how EAC company, a typical representative of domestic large-scale highway construction enterprises and the research subject of the article, should carry out strategic transformation, i.e. confirm what kind of strategic layout in the end. Based on previous analysis and orientation, Chapter 5 of the article boldly brings forward the strategic system layout of EAC company based on strategic transformation, confirms the "strengthened" overall strategy of EAC company combining "diversification of identical profession" and "vertical integration", and makes detailed layout for implementing strategy and intelligent strategy; moreover, considering actual condition of EAC company, Chapter 6 of the article constitutes 9 strategic measures. In the end, the article brings forward the basic methods for strategic evaluation surveillance and betterment adjustment.
