Research On Public Environmental Facilities In The Central Business District

The Central Business District (CBD) is the important camp of the urban development, and it reflects the gateway image of the city. For the details can reflect the taste and quality, the public environmental facility, as an important part of the urban environment, has an important impact on its urban spacal quality. It not noly meets its basic functions but also embodies the spirit and culture in its environment. Therefore, this issue does some research on the public environmental facilities in the CBD, and look for the effective planning management approach and targeted planning approach for the present situation and problems of the public environmental facilities in the CBD, so as to achieve the goals of improving the quality of the environment of the CBD, and promoting all-round construction of the CBD .Firstly, the article briefly reviews the concepts of public environmental facility, analyzes its relationship with people, cities, urban planning, laws and regulations, and the CBD, and points out that public environmental facility in the CBD, not noly has the basic properties of its own, but also has its special requirements from the environment of the CBD, and analyses the problems and causes under coustruction, through some in-depth research of public environmental facilities in a number of domestic CBDs. Basing on analysis of several cases of public environmental facilities in the mature CBDs at home and abroad, the article focuses on proposing appropriate solutions in the planning level, to the problems and the reasons of the domestic CBD, that proposes related factors about the public environment facilities planning, objectives and principles; that prepares public environmental facilities management controls and guidelines which have the depth of the corresponding stages of planning and are operable, according to different stages of planning; that should have some different planning requirements on the public environmental facilities and prospose the corresponding planning proposals; that should also consider issues on public participation, management coordination and maintenance and renewal of facilities. Finally, it takes the Zhujiang New Town in Guangzhou for example, on the basis of in-depth investigation and analysis, using the previous research, to propose specific countermeasures for public environmental facilities in the Zhujiang New Town. That can also provide some practical references for other cities in preparation for deepening the construction of CBD.
