With the rapid development of modern industries and the increasing size of urban construction, traffic problems in Changsha have become prominent day by day. The lag of road traffic facilities hinders the transportation, which has developed at high speed, and the road traffic safety has been a serious problem in Changsha. To effectively solve the problem of traffic jams and improve utilization of the urban roads, one of the ultimate resolvents is reasonable traffic planning. And the research in traffic flow is a key point of traffic planning. The characteristics of urban road traffic flow such as the mathematical model between traffic volume and traffic velocity is the popular research task in each country all the time. Based on the advanced Greenshields speed-flow model and considered actual conditions in Changsha, The article finds a new mathematical model between traffic volume and traffic velocity and addresses the correlation between link travel time and traffic flow parameters.Subjected to the traffic regulation engineering in Changsha, firstly, a traffic investigation was performed to collect the date of traffic volume, speed and intersection delay in urban road. Secondly, a method of equivalent queue length is used to remove the influences by intersections, then solved the new model's parameters and analyzed its fitting efficiency with the valuable dates. The results of posteriori checks have shown that the improved model is suited to the character of traffic flow operating in Changsha. Comparisons between the predicted results and the experimental data have demonstrated the accuracy and effectiveness of the model.In the fifth part, the author analysed influencing factors to the model, they are traffic flow, VC ratio, the delay, the length, running and stopping impact by buses and so on. With a microscopic traffic simulation software, this paper designed a simulate model, the result of simulation showed that the new model had a good precision. Lastly, analyzed the influences by qo and vo, the model was exhibited strong robustness against uncertainties and external disturbances.Finally, the achievements of the research in this paper were concluded, and the direction of this thesis was also presented based on the shortcoming of the author's research, then set up a claim to the deeper research of intersection delay and the queue length, which could be the theory foundation for further job.
