With the accelerating of urbanization, the population and the scale of the urban expand continously, the urban traffic demand increasing constantly, the urban traffic supply is facing the huge challenge—the contradiction of urban traffic supply and the urban traffic demand are increasingly prominent. In order to solve the prominent contradiction of urban traffic supply and the urban traffic demand, besides accelerating the urban transportation infrastructural facilities construction and strengthening the traffic control and management, we should take the thorough research on the urban traffic planning method from a new perspective of thought and theory.The disequilibrium urban traffic planning theory and method can used to solve the contradiction between traffic supply and traffic demand to a certain extent.Based on analyzing the traffic congestion question from traffic supply and traffic demand, the paper has elaborated the definition of traffic disequilibrium degree, in a narrow sense. Furtherly, The paper has elaborated the generalied definition of traffic disequilibrium degree. Aiming mainly at the basic question of the traffic disequilibrium degree determination—base year traffic disequilibrium degree determination, the paper deeply researches the several measurements of the base year traffic disequilibrium degree, separately based on road network capacity, queue length, vehicle speed—flow model. The paper provides the essential basis for the concrete application of the disequilibrium urban traffic planning theory and method.In order to meet the need of the general application step of the disequilibrium urban traffic planning theory and method, the paper finally provided the measurement of prospective traffic disequilibrium degree as well as the determination of prospect traffic demand based on the measurement of base year traffic disequilibrium degree.The purpose of the paper is to provide some concrete ideas and methods for the application of the disequilibrium traffic planning, through thorough analysis and research on the traffic disequilibrium degree determination.
