As an important component of highway, interchanges are major stakeholders, regardless of their investment or after the completion of the entire highway. Interchange design pros and cons will have a direct impact on project investment, efficiency and technical level, service level, as well as the level of road safety. Since 1928, after the world's first an interchange was built interchange has been commonly used to improve traffic flow, with the rapid development of the road system in the new road construction process, that the engineers use overpass to improve traffic flow on the road has become a trend so the choice of form of the freeway interchange of the construction is essential. Interchange has many forms, and there are many factors affecting their choice of programmed, such as natural topography, economy, intersecting road grade, traffic capacity, fees requirements, etc., for the same intersection, the appropriate form is often not just one, even if the same kind of form, using different layouts will have different results.In this paper, for the highway interchange in the planning and design process, how to design the optimal program was studied. This article described interchange commonly used in the form of a breakdown and details of their advantages and disadvantages, comparison and selection for the follow-up work of reference, and the interchange by function, technology, environment, use, and economic indicators were classified as a program evaluation of the basic indicators and their refinement. Considering the same time, the use of genetic analysis to determine level of consistency of the matrix and the index weight, the use of fuzzy comprehensive evaluation method to determine the indicators of the membership function, the final evaluation of the program calculated the best plan.Delphi7.0 Programming software links with the same as Access database to develop a program specifically for Interchange comparison and selection of software operating platform, the software contains a large number of indicators that can be used for the designers to choose, and it added some different forms and different styles of Interchange to guide the users, so that in the program selection form they can initially identified Interchange, the software is easy to use and operate, and fast to calculate, it can greatly improve work efficiency, so that the operator can achieve quick Interchange scheme comparison exercise.
