Nowadays, the environment is damaged more and more serious and resources are scared day by day. Scenic resource has the features of scarcity, vulnerability and non-renewablity. So we should pay more attention to the protection of scenic resources.Zoning is the tool for coordinating the conservation and utilization of scenic spot, yet get effective use. There are two main reasons. First, in the process of planning, zoning with a feature of strong subjectivity, has not scientific basis and perfect methods. Second, the forms of zoning are various, and the relations along the different zones are not clear enough, which result the contradictions in the process or implementation. In view of the above reasons, this paper discussed this question that how to make zoning for better resources protection and sustainable utilization.On the basis of studying the park zoning situation abroad and analyzing the domestic existing zoning situation of scenic area, a zoning system for scenic areas is raised. The functional zoning and protection zoning are re-integrated in this system, then a new model of zoning is proposed. According to the degree of protection, scenic area is divided into four zones of core zones, key reserves, ecological buffer, moderate development zone and it's sub-districts'controlling provisions are raised at the same time. The relationship along the core scenic area and other scenic areas is clarified in this paper. And then the method-study is used to study how to realize the zoning system, while the methods of ecological sensitivity assessment and landscape resources quality assessment are used too. This realized the comprehensive use of methods of quantitative and qualitative analysis, which making the basis of zoning more scientific and reasonable. Finally, the zoning system was verified by the case of Qin-lake scenic area zoning.
