At present, "Code for Maintenance of Highway Bridges and Culvers" (JTG H11-2004) and "Technical code of maintenance of city bridge" (CJJ99-2003) are the two norms mainly observed. As for the maintenance and strengthening of the bridges, researches were mainly done in the fields like old bridges inspection, evaluation and strengthening techniques, etc. These researches made possible the gradual improvement in the old bridges strengthening techniques and materials.By a comparative study on the evaluation system of these two norms, this paper located the similarities and differences between them, established the basis for connecting these two norms by comparing the layers and got the transform formula between layers BCIi/100=1—Ri/5. On the basis of comparison between the two norms weight, a weight re-distribution and expansion of the research concerning the "Code for Maintenance of Highway Bridges and Culvers" were made in this paper by the use of transformational relation between layers. In the meantime, the durability of the bridge was further studied. By comparing two code on durability, this paper made supplement to the question of durability of bridge maintenance norms, and made out new crack limits, taking into account both crack types and the impact environmental factors had on the crack. By comparing the theories adopted by "Code for design of concrete structures" (GB 50010-2002) and "Code for Design of Highway reinforce and Prestressed Concrete Bridges and Culverts" (JTG D62-2004) as for concrete structures subject to bending elements and oblique cross-section flexural capacity of bearing capacity, this paper made a research on bridges reinforced concrete flexural members Computational Theory, refering to the "Design code for strengthening concrete structure" (GB 50367-2006).Through this analysis, this paper hopes to offer some ideas for the assessment and strengthening of the old bridges.
