The consequences of dam break ralate to loss of life and personal injury, economic loss, social loss, environmental loss and ecological loss. Compared to researches on loss of life and ecnomic loss caused by dam break, the current researches on social, environmental and ecological loss are obviously not enough. Therefore, how to give an quantitative assessment on environmental and ecological loss based on the existing practice, thus combined with loss of life and ecnomic loss to form a more integrated evaluation system of consequences of dam break that suitable for our country, is an important and hot problem at the moment. In the present paper, the theory of ecological footprint and the theory of Ecological Engineering are introduced and applied in the evaluation of environmental and ecological loss caused by dam break. The main results included:(1) The merit and demerit of the current assessment on environmental and ecological loss is analyzed and summarized.(2) Provides a new concept for calculating environmental and ecological loss based on the theory of emergy footprint.(3) The theory of ecological footprint is introduced detailedly, the shortage of the traditional model of EF is analyzed and the calculating method and the advantages of the theory of emergy footprint are explained. It proposes a concept of Dam-break Ecological Footprint combined with the theory of emergy footprint, also puts forward the calculating method and the formular for environmental and ecological loss of dam break.(4) Based on the study in this paper and the facts of the Shuhe River, it assesses quantitative evaluation of possible environmental and ecological loss in the region, give estimation results and make brief analysis and evaluation.
