Water is the source of life, maintains the balance of ecosystem and also the base of development of economic and society. As an important element of environmental, water has significant social and economic value to ecosystem. In recent years, many countries face serious problems of water crisis. Russia, is abundant in water resources, has paid their attention to the importance of protecting water resources, and built a systematic management of water resources legal system, it is worthy for us to study.The essay is organized into four parts:Part one is mainly talk about the water resources management system in Russia. This part mentions the basic situation of water resources in Russia and the existing problems.Part two briefly summarizes the Russian water conservation, and other relevant sources of law. Apart form other many relevant water laws, this section focuses on the "Environmental Protection Law of the Russian Federation" and "Water Code of the Russian Federation".Part three is most important. In order to achieve the aim of sustainable management of water resources and maintaining the safety of water resources, Russia has taken a series of measures to control water pollution. Then, research on the history of Russia's natural resource management agencies, to make an historical analysis of the changes. Meanwhile, the basic role of water resources management is conducted by Russian Ministry of Natural Resources and Water Board of its subsidiary bodies, this part also mention their different functions, as well as talk about the distribution of water resources management at all levels. This part examines the water resources management system in Russia, mainly about the water conservation systems, water monitoring systems and water rights management systems.Part four reviews the experiences in Russian legal system of water management. This section confirms Russia's achievements in water resource management, also discussed the basic reasons of water problems in Russia, Then talk about how to learn from Russia and improve water resource management in China.
