Burning is one common approach used by Chinese farmers to manage straw wastes. Unfortunately, it may lead to environment, life quality and even travel safety issues for the public.Despite the fact that the burnt down of straws is officially banned in China for more than a decade according to regulations, little impact seems to be made on the routine. We here by discuss and conclude the potential causes for such ineffectiveness, which fall into three categories: 1. Regulations made are not sensibly shaped, leading to inadequate execution in real life practice. 2. According to current policies, farmers are encouraged to apply comprehensive approaches to cope with straw wastes from incineration to fermentation. However, these policies are limited to small scale conducts and the finical aid for farmers is not well in place, causing low treatment efficiency and output. 3. Little effort is put into resolving the conflict of interest, where potential benefits possessed by straw burning, as an act of private property management, confronts public interests in many aspects. It is also impractical to force the adoption of comprehensive high-cost methods like incineration for waste cycling since such methods may cause unwanted finical issues for farmers.Therefore, to solve the case, we need to modify the current regulations: The banning of straw burning has to go along with systematic large scale recycling and improved financial support for farmers. This article mainly analyzes the flaws in current regulations, which may lead to difficulty in stopping straw burning and provides potential solution and advice to the case. By the combination of regulation modification and creation of newly-gained benefits for farmers, we hope to achieve a win-win situation where the conflict of interest is properly solved. Thus providing valuable information and suggestions for further development.
