This research has been done for the background level of soil nutrients in degenerative mountains by fetching soils samples in field, fertilizing soil in degenerative mountains and pot experiment. In this paper, the soil system entropy was counted to evaluate the level of mountains degenerated and the mechanism of fertilizing this kind of soil.The results showed that the nurtrients background level of degenerative mountains in Hebei province is very low and the contents of N, P almost are below the critical value. The ground cover rate is so low that the ecological system has been damaged heavily. Therefore, the matter and energy in this system are cycling at a quite low level.Both chemical fertilizer and organic fertilizer has notable effects on fertilizing soils, raising the biomass. Organically and inorganically fertilizing soils is the most effective way. If the purpose is to recovery the ground cover of mountains, the application of fertilizer should come to 9750 kg/hm'2 for organic-fertilizer with extra chemical fertilizer, and the macro available nutrient contents are Nl 12.5 kg/hm"", PI 12.5 kg/hm" , K56.25 kg/hm"2.The degenerative mountain should be closed enforcedly. Soil fertility factors are closed related to soil micro-organism and soil enzyme activity in the degeneration mountains. The results from principal component analysis of 12 fertility factors showed that in the first major constituent, the total N, total K, organic matter, available N ,P, peroxidase, urease, sucrase play nearly same rule in fertilizing soils and in the second major constituent, the total K, total P, available K, peroxidase. phosphatase play almost same rules.Through counting the original entropies in degenerative mountains, the mountains in Hebei degenerated very badly. The original entropies is a high positive value and the58radiant energy assimilated by biomass is much lower than the energy from humus release .The entropy change values of soil systems in different fertilizing soils showed that the Si of organic matter treat was negative number. Therefore .application of organic matter is a good method to decline the soil system entropy and improve the degenerate mountains.
