Digital agriculture is a new technology revolution derived from GIS, GPS, RS, computer automation, communication and network technology which has been proved effective in developed countries. The most important is precision agriculture, as an advance step of digital agriculture, which was developed on scale management pattern, has large differences from separate management pattern in China. In order to develop precision agriculture in China, the situation of our country must be taken into account. Many scholars have done some significances study in China, who pointed out that soil nutrient management is the basis and core of precision agriculture and precision agriculture must be proceeded with suitable soil nutrient management pattern in china. On the basis of analysis soil nutrient management status in quo in China and WebGIS realization method, Web-based soil nutrients management and balance fertilizing system is developed using village -level soil nutrient management pattern and ArcIMS software, which is the integrated application of GIS technology, database management system, equilibrium fertilization technology and expert system in crop nutrient management and science fertilization. The main content includes:(1) village -level soil nutrient management pattern is considered as a better pattern in rural area in China which is managed and put in practice easily by comparison soil nutrient management pattern at present in China .(2) the feasibility of village -level soil nutrient management is analyzed based on system study of soil nutrient sample point using geostatistics method supported by GIS technology , then village -level soil nutrient management conceptual model and its realization method is shown .(3) the result shows these, which are soil nutrient dynamic monitoring and soil nutrient data updating, GPS data, RS data integration, network application function expansion, should be strengthen in this system so that attain a real-run operation system target aimed for agricultural management departments and farmers.
