Now, more and more problems were emphasized in the world. For example the resource of water is seriously inadequate, the environment of ecology becomes worse and worse, the agricultural products harm the human's body because of the quality and agricultural chemical remained. Water wasted seriously in agricultural irrigation in our country. The water resources used in agriculture occupies about 70.2%, and the paddy field used about 80% water resources in it. To the year of 2030, the used water will be 8×1011 m3 in China, the rate of water used in agriculture to the total water resources will be descend from 72% to 52%, so the agricultural water using must be descend in stead of ascend. In our nation, there is over 60% people make rice as staple food. Rice would become one of the main export products of our country in the equitable and competitive rules of WTO. Therefore, in the situation of advancing the structural readjustment of agricultural property, it is important to develop economy and protect the ecological environment in research on the water saving in paddy rice production and the environment protecting.This research is a part of The LiaoNing Natural Science Fund-" Study on the Mechanism of Saving Water and Cost for the Rice Planting Technology of Germinated Rice Seed Direct Sowing With Recycling Paper mulching "(20022082). By consulting a lot of materials in domestic and overseas, the water saving technology and the rice plant mechanization were studied in this paper. The creation, development, expansion and conspectus of the technology of the rice planting mechanization and the water saving technology were put stress upon studied. Baby seeding direct sowing with re-paper covering were introduced in this paperIn this study, many experiments were done include leveling the land of 20 hm2 paddy field experiment by using laser controlled land leveling machine in Jing Ertun village of LiaoYang City, testing and summarizing the rules of breeding the baby rice used to sowing, investigating the growing of rice during its whole growth duration, testing and analyzing the performance both a kind of baby rice seedling direct planting machine and the baby rice seedling-throwing machine. The results showed that the laser controlled land leveling saved water 510 m3/ hm2 and the saving water percentage was 21.578%. By using the technology of combine with the laser controlled land leveling the baby seedling direct sowing, it saved water 611.854 m3/ hm2, the saving rate was 25.888%, so it thought that using the laser controlled land leveling was the base of paper covering and baby seedling direct sowing technology.Through the experiment in this study, it was showed that using the baby rice seedling planting mechanization had distinct economic benefit and social benefit. The technique of baby rice seedling direct sowing has advantages of operating simply, lower labor intensity, suiting mechanization, lower cost and higher benefit. It is proved that by using the technique of baby rice seedling direct sowing could save cost of 825RMB /hm2. It carried out five saved, the first was saving rice seed, the second was saving the fertilizer used to foster seedling, the third was saving the plastic film and the land used as seedling bed, the fourth was saving the works to foster seedling and rice planting, the last was saving the resource of water. By using baby rice seedling-throwing machine has a higher work efficiency of 3 hm2 /d, it was 9 times to seedling throwing by manpower.By study on rice direct planting machines existed, the baby rice seedling direct planting machine reformed from rice transplanting machine has a longterm potential. It has unique and reasonable design both in eight separable boxes filled baby rice seedling and the sowing needles fixed on sowing wheel. But it still existed some problems of designs and manufactures, for example the machine could not going ahead because of the mud assembled on the boat board, the interference between the sowing needle and the check curtain etc.
