Forest resources difference (FRD) is a fundamental law of sustainable forest resources management (SFRM). It is an advanced subject in the studies on FRD to develop the indicator system of the county-level region forest resources difference and its comprehensive assessment method. In order to assess the county-level region forest resources difference and to support SFRM, an indicator system of the regional forest resources difference was proposed. Then, a projection pursuit model for comprehensive assessment of the region forest resources difference (PPCAFRD) and the software for it were developed. Finally, the indicator system, the model and the software were applied to four county level regions, Lin'an, Tonglu, Liangcheng and Shangdu. The results showed that: (1) the comprehensive state of forest resouces of Lin'an and Tonglu in Zhejiang province was better than that of Liangcheng and Shangdu in Inner Mongolica in spatial scale, also Lin'an was better than Tonglu and Liangshan was better than Shangdu in forest resources; (2) in temporal scale, the integrated level of forest resouces for the counties in 1998 was far better than that of 1993 and the forest resouces were developing to sustainable direction; (3) the new comprehensive method using PPCAFRD is feasible. This research brings forth new ideas for both forest resources assessment and forestry comprehensive assessment. Therefore, this research is of great significance for both theory and reality.
