Aiming at the main water resources problems of GuanZhong irrigation area, such as water resources scarcity, operation ability worse, water supply guarantee ratio low and drought high frequency, combining with the main water conservancy of GuanZhong irrigation area to operate and distribute water resources. Because of complex system, so building simulation module to resolve system. Gaining single and joint irrigation areas operation results in different level year and different frequency, so as to realize rational distributing water resources. The main results as follows:(1) Analysis on hydrology aridity. Confirming the concept of hydrology aridity and the scope of GuanZhong irrigation areas.(2) Analysis on water resources supplies and requirement of GuanZhong irrigation area. Estimating surface water and ground water quantities of GuanZhong irrigation area in different aridity year, forecasting using water quantities.(3) Based on the big system decompounding theory, marking step-up stimulation system of GuanZhong irrigation area into four classes' sub-systems, adopting stimulation method to resolve model.(4) Building and resolving water resources stimulation model. Based on analysis runoff data of 1974-2001 and using water data, adopting the minimum water shortage as object function, adopting DELPHI 6.0 to programme, gained distributing water and water shortage results.(5) Analysis on calculation results of GuanZhong west irrigation areas. Compared water shortage decreasing and irrigation guarantee ratio increasing with three different projects such as single irrigation area operation, discount project and change water supply sequence, especially for Yang_MaoWan and Bao_JiXia II irrigation areas.
