Factors Contributing To The Decision-making Of The Selection Of New Crop Varieties In Hezhou County Of Guangxi Autonomous Region

The People's Republic of China Seeds Act has been carried out from December 1st, 2000, which brought the seeds industry from planned economy to market economy. It made seeds management changed essentially, and broke the style that seeds market was just controlled by state-owned seed departments with administrative measures. The main kinds of planted crops are slowly decided by peasants themselves instead of by different level state-own seed departments. At the same time, the factors which influence peasants' the choice of new kind of seeds have changed from the government disturbance to multi-influencing factors. With the seeds market opened deeply, the company that manages seeds and the new kinds of seeds increased quickly, which supply enough opportunities for peasants when they buy seeds. With multi-influencing factors, peasants could choose new kinds of seeds freely, according to their conditions.According to the hypothesis of the new position of seeds market and " farmers can buy seeds freely and they are rational economic men", this article is a investigation study about what can influence the farmers' decision on purchasing seeds in Hezhou city, it adopts participatory study approaches, and the results of the study is below:Firstly, the course of farmer's decision-making is virtually a course of courting the new creasing total costs and comparing with the new creasing total income. Farmers' ultimate decision of choosing new crop variety is affected by all kinds of influence factors. After the Seeds Act carried out, the factors that influent farmers' decision of purchasing new variety are the price of the new variety, the character of the new variety, advertisement, and farmers' education, economic condition, the lands they have, and the numbers of labor, etc.Secondly, farmers are rational to make decision of purchasing the new variety, and they are rational economic men when they pursue the max use under the condition of restriction.This article is mainly studying the factors that influent fanners decide which variety they choose after the Seeds Act carrying out, and providing some suggestions according to the study results. It is help to seeds production, operator and fanners' rational decision making, and makes farmers to choose choice new variety generally. It will arrive at the goal of increasing production and efficiency.
