China is one of the countries where forest fire is serious. As a kind of uncontrolled natural phenomena, forest fire brings the loss that can't be estimated to the forest resources, ecology, land quality and safety of human. In recent years, the impact of human activities on the forest is increasing, so the likelihood of forest fires also increases quickly. How to provide a timely, effective, comprehensive forest fire monitoring and decision-making system to reduce losses brung by forest fires is of great significance.With the ESRI's ArcGIS Engine as a development platform ,. Net as a programming language. The overall idea is to use the spatial analysis and spatial data management technology provided by ArcGIS Engine platform to achieve the whole function of GIS system. ACCESS is a background database of the system. This system can accurately and quickly point out the location of the fire that occurred in the early stages, make fight-fire decision to minimize the impact of fire, assess disaster and calculate the loss.In allusion to the defects of currently workload of participation and single technology in the monitoring forest systems, the biggest feature in this paper is it's comprehensive Forest Fire Decision-making functions and various methods for fire location. The system increases the efficiency of decision-making, reduces the analysis time to reducing disaster losses at the greatest degree. At the same time, the system emphasizes practical application.
