Under the guidance of public products and public choice theory, agricultural extension model theory and communication principle, this paper analyzes the historical development of socialized plant protection service and its policy background, the current situation of supply and demand body and the contradiction between supply and demand, the existing problems and the influencing factors in Jingzhou city. Next, it explores the countermeasures to the problems, and offers development orientation in the future.The paper mainly adopts the methods of literature and investigation, including basic theory research, typical investigation research, consultation of literature, interview with experts and leaders of plant protection system, discussions with people from private pesticide enterprises and questionnaire.The results of the study are as follows. Firstly, it clarifies the scientific concept of socialized service for plant protection. It defines and divides its public service and personal service, and puts forward its four major tasks in the new agricultural development stage. Secondly, from the two angles of the investigation, its provider and receiver, it analyzes the existing contradiction between supply and demand in the forecasting and prognosis of disease pest, disease prevention, technological instruction and training, and necessary material supply. Thirdly, it studies the major existing problems from four aspects: technological service, prevention service, material supply service and management service. Fourthly, it offers the countermeasures - forming various service groups, based on the leading channel of the state-owned plant protection system and the supplementary channels of other social institutions, and related organizations and individuals. Welfare services, such as administration, the executing of the law and forecasting disease pest, should be offered by institutions such as agricultural law executing agencies and professional state-owned plant protection sectors. Quasi-public service, such as technological training and instruction, disease pest contingency prevention and demonstrated extension, should mainly offered by professional stated-owned plant protection sectors, which can also be supplied by other supplementary channels. Profitable service should operate in accordance with the market law. Fifthly, the development of socialized plant protection service has four trends. The leading channel should foster the essential capacity from six aspects and turn forwards to the industrialization from six directions.
