Qingtongxia irrigation district ,Ningxia is one of the large remotest time irrigation district ,owing to the irrigation by gravity with over irrigation, its irrigation water utilization ratio is low, result in high groundwater table, salinity problem in the Yinbei region, which hinder the sustained agricultural development.)This case study combined Qingtongxia irrigation district water-saving- improving plan, base on the systematic analysis of existing data and achievements in scientific research, after analyzing the equilibrium of supply and demand for water and soil resources in the district and four-water conversion relationship ,the suggestion was made that in a irrigation decrease condition, Utilization of groundwater should be increase, restricted irrigation gift .adjust the irrigation and drainage, put water-saving on farm into practice . in the meantime, on the basis of irrigation district condition and requisition of the sustained development, in view of existing salinity problem situation in the YINBEI region at downstream of the irrigation district, rational division of irrigation sub region , to make HYDRUS simulation of water and salt movement, for checking the improving sub region and measurement rationality, finally, requisition for setting up the different demonstration pilots was put forward according the irrigation district water-saving transform plan, a careful design plan was made for canal irrigation and combination with pumping groundwater > it will provide a reference data for the later programme.This case study was carried out involving Qingtongxia irrigation district water-saving-improving plan, the conclusion is of directive function for solving the problem of Qingtongxia irrigation district, Ningxia.
