Water is vital life for agriculture,in China,70% of water is used up in agriculture,so optimizition of irrigation in agriculture and to get most out of water resources is so important to saving water resources,building a society of saving resource and ensuring sustainable development of our society, economy and environment.On the basis of consulting and reading a large number of references,science & technology magazines,the author has known a great deal of studying production of the efficient use of Irrigation,the calculation method of water saving potential and agricultural optimal allocation of water resources domestic and overseas.The author study on the calculated method of water saving potential in project measure,according the inadequate of method, put forward the utilization efficiency of irrigation water resoures,established a evaluation system on the definition,mechanism,model and estimation system of resource-oriented water-saving.Macroscopic estimation system and microscopic calculation method of water-saving are studied, and the situation of water-reciving region is analysed,using this method and calculate the water saving potential in different years. The author master new theory and new techno-measure on the optimize allocation the region water resources and investigated and collected mass basic data about the use of water in agriculture of the water receiving region of South-to-North water transfer in Hebei Province. Finally, the author constitutes the model of optimizition in large sacale agriculture irrigation based on decomposing and corresponding. Below are the details:(1) I elaborated the background of optimization agricultural irrigation water resources, and pointed out the research significance, in the meamtime,I briefly introduced the general situation of domestic and overseas research.(2) I analysed the actuality of the number of agriculture irrigation in water receiving region.Then I analysed present situation of configuration about crop,saving irrigation engineering and the ration of using water in irrigation of water receiving region,then I calculated the amount of irrigation water in actuality agriculture on base of it.(3) Theory and method of water-saving calculation is studied based on the analysis of water-saving irrigation measures.Considering the drawback of water-saving calculation method,the author put forward utilization efficiency of irrigation water resoures,setted up the definition, mechanism, model and estimation system of resource-orientied water-saving. Macroscopic estimation system and microscopic calculation method of water-saving are studied.(4) The water-saving potential is analyzed.The water-using situation in many years is analysed in water receiving region.The sum of agricultural irrigation water is forecasted, and based on it the water-saving potential is calculated using the computing method of water-saving potential.(5) I established the model of irrigation using-water optimization according to the large-scale system theory, brought forward the mothed of decompose and correspond.On the basis of analysing on high efficiency use of agricultural water resources, considering the influence of water-saving measurement,contraposed the present condition in water-receiving region,optimization of the irrigation water resources in the water receiving region.
