Based on the actual conditions GuanZhong irrigation areas, this paper combines the "948" plan of Ministry of Water Resources of technological innovation and transformation projects (Contract serial number:CT200302), setup a real-time monitoring flow system of irrigation areas with mobile short message system, and solve the difficulties of real-time monitoring flow of irrigation areas. The system can monitor the real-time flow of irrigation areas. It gives tow ways of receiving SMS: one way is to use mobile SP platform, which can receive large quantities of SMS; another is to use computer series port, PC will be connected with SMS engine and SMS is get by way of point to point.The paper has designed irrigation areas remote terminal unit(RTU), include CPU, memory, A/D chip, real clock, GSM module and power.The paper has done the design work of database and management center of irrigation areas water measurement system. For management software, it has to save and calculate the received water information, which can be used to real management and fee charging, so the receiving database has to be setup. The system makes use of ACCESS establish data sheet, and link the database with software in way of ADO. Delphi is used to write application program, which now can do much work, such as data input, data enquiry, sheet printing, real monitoring, etc.The paper has tested the system in irrigation areas. From the system applications, the functions of the system can meet the demands of user, and itis better than other systems in many aspects.Moreover, it gives its views in the irrigation areas management information system and mobile databases.In the end, the paper discusses the information safety and gives some ways to safeguard irrigation areas databases.
