Study On Database System Establish And Modernization Management Model In The DouShan Irrigation District Of ShanDong Province

Our state government demond the east must take the lead of realizing modernization during the tenth "Five-Year-Plan".So the water resource ministry and ShanDong province make a stratagem with quickening modernization building.Irrigation district is one of the most important part of modernization building.So this dissertation investigated principle and techniques in frame work of information system and modernization management model of irrigation scheme.This dissertation investigated principle and techniques in frame work of information system and modernization management model of irrigation scheme. Main contents included decision support system for real time irrigation water allocation, database developing of irrigationscheme and modernization magament model of irrigation scheme. Existing issues in irrigation management of China were discussed based on the analysis of irrigation management situation.Based on experience and lesson from both oversea and China,the model of Self-Financing Irrigation and Drainage District (SIDD)whichsuitableforsitrationofChinawasdiscussed,includingitsconception,demand,im plementation and impact etc.A modernization management model of irrigation scheme was proposed which integrated the RTWADSS,IFIS and SIDD.Passing the study, follow conclusions were made out:1 A database system was established for irrigation water management in Doushan . It has considered most of factors withtabulate insheets to manage information.It has considered most of factors with comprehensive function and was easy to use;2 The phnciple and method for dynamic irrigation water allocation was investigated. Real time irrigation water allocation system was established, which including real time irrigation forecasting and dynamic canal water allocation, based on the database system of irrigation water allocation;3 a Decision Support System (DSS)for real time irrigation water allocation (RIWADSS)was developed with Visual Basic programming environment which has an event-driven structure and high efficiency link with other database.A two years test in Doushan shown the RIWADSS was good in supporting irrigation water management.It could avoid blindness and randomness;let the operator know information fairly well;shorten irrigation cycle and ensure to irrigate crops on time and quantity .The RIWADSS has a completed function with a laconic structure,friendship interface,easy for operation and learn.4 Over all,the modernization management in irrigation district in our country is lower.The mostly matter is unfarorable management system and unskillful operation mechanism.In one degree,SIDD give attention to the nation,collectivity,individual.
