Tianhui Hill belongs to a branch of Longquan Cordillera, is located in Tianhui Township of Jinniu District in Chengdu City, and is an exclusive hilly irrigated Area. Water-deficient is a key factor to restrict agricultural production and economic development in the region. In order to improving the infrastructure conditions of agricultural production as soon as possible, inducting farmers to develop non-pollution vegetable and economic crops, helping farmers to increase income in planting and breeding, and facilitating sustainable development of agricultural production, according to Year 2002 Project Guide Rural of Mini-type Water Commonweal Establishment Construction and some relative requirements, local government has defined to construct rainwater-collection model project in Tianhui brae after analyzing and reasoning. In the area, rainwater-collection can not only fully and availably use rainwater resources to resolve the water-deficient problem and provide an effect method to improve agricultural and economic sustainable development, but also availably prevent water losses and soil erosion to improve environment. This is an attempt with realistic and strategical meaning. In the paper, referring to abundant literatures from home and abroad about water-collection & water-saving irrigation and the local actuality of physical geography and water & soil source, the author analyzed calculation outputs from using Hydrologic Budget Calculation Method, then provided three layout schemes through optimizing cubage of water-collection pools and ponds using linear programming technique. Based on technique and economic analysis for the three schemes, the author finally provided a planning mode of water-collection pools+ ponds +minor reservoir in small valley through optimization selection using Dynamic Planning Principle. The mode can not only fully raise utilization factor for local water and rain sources but also has good social, economic and environment effect. For resolving agricultural irrigation, the output of the paper has some conductive meaning and has some popularization meanings for some similar projects'layout.
