Located in eastern Fujian, Pingtan County is composed of archipelago, among which Pingtan Island is the biggest island in Fujian Province. The county is in subtropical oceanic monsoon and is one of low-rainfall area in Fujian. In the county, annual rainfall ranges from 900 to 1200mm; the county has 82% annual rainfall from March to September, during which plum rain in May and June accounts for 34%. In 2009, Pingtan County was designated as Comprehensive Pilot Zone for Scientific Development on Economic Zone for West Bank of the Taiwan Straits, becoming an important showcase of China Mainland to Taiwan. Pingtan's industrial structure, population and land use scale are determined by its water resource, capacity of ecological environment and geographic characteristics. Statistic shows the water resource: annual rainfall in continuous years is 1100 mm; total water resource quantity is 185.3 million; per capita water resource quantity is 481 m3, one seventh of the provincial one; water resource quantity for every Mu (666 square meters) is 1888 m3, one third of the provincial one; Use efficiency of irrigative water is 0.49; water productivity is less than 0.6kg/m3. In 2008, 19.7%:7.1%:72.6% is the proportion among water for life, for industry and for agriculture. The founding of the comprehensive pilot zone drives Pingtan into rapid development. Rapid economic growth makes higher demands on water use. Water-saving irrigation is an necessary measure to solve insufficient supply of water. Rational water-saving irrigation model and optimal method are adopted to gain the best result of water-saving, economic and social benefit, which not only meet the water demand by improving living condition and developing economy, but facilitate the construction of the comprehensive pilot zone.According to characteristics of water and soil resource, terrain and the condition for all water-saving measure, this paper does comprehensive, qualitative and quantitative analysis on potential of water-saving irrigation applied to sufficient-water area in Fujian, brings out几种? models of water-saving irrigation and appraises the models on effect and economic and social benefit.
