In the past years, especially since the Shule River agricultural development program was implemented in 1996, the problem of water resource shortage in the Shule River Basin has been standing out increasingly, with the expanding water demand for irrigation of the increasing agricultural acreage in this basin. Water intakes in the upstream and midstream of Shule River increase year by year, so less and less watei flows into its downstream every year. As a result, the downstream ecology, has been impaired greatly. Especially, the ecological environment in Dunhuang has been worsening continuously. To settle the above problems, since 2008, the National Development and Reform Commission, the Ministry of Water Resources in Gansu Province and the relevant departments and regions carry out the "Dunhuang water resources rational use and ecological protection comprehensive planning". In June 2011, the State Council officially approved the Dunhuang water resources rational use and comprehensive planning of ecological protection (2011-2020). An ecological and environmental protection in Dunhuang started. In accordance with the "planning", Changma irrigation district and Shuangta irrigation area along the Shule River Basin in Gansu is the water-saving and ecological water discharged relative areas. The goal is the eco discharge to Dunhuang area by water saving in irragation area.Shule River Basin Water Resources Administration has carried out, according to the Comprehensive Plan for Rational Utilization of Water Resource and Ecological Protection in Dunhuang, the water-saving irrigated area construction actively based on the actual conditions of different irrigated areas, and has made certain achievements. In this paper, based on the water-saving irrigation theories, targeting at water-saving irrigation practiced in Changma Irrigated Area in Shule River Basin and by analyzing factors affecting the water-saving irrigation practice in Changma Irrigated Area as well as characteristics of Changma Irrigated Area, some data of water-saving irrigation in Changma Irrigated Area has been obtained, appropriate water-saving irrigation technologies for the Changma Irrigation Area as well as their pros and cons have been analyzed further, and some corresponding suggestions have been proposed. In addition, by applying the water resource planning and evaluation models, different water-saving irrigation plans have been developed based on the supply-demand models in this paper, which involve border irrigation replacing large checks with small checks, agronomical water saving by raising the percentage of industrial crops, engineering water-saving for backbone project reconstruction, and efficient field water saving. Implementation results of different technological plans in different surveyed areas have been studied and optional plans have been proposed. It has been concluded that multiple water-saving technologies should be combined to get the optimized water-saving effect and materialize some binding indexes in the Dunhuang program.Finally, this thesis summarizes that restricted by natural factors, economic factors and social factors influence in Changma irrigation area, e.g. water-saving irrigation technology started relatively late and the water-saving irrigation technology is mainly by engineering technology, the "Dunhuang water resources rational use and ecological protection comprehensive planning" is difficult to achieve. In order to realize the sustainable utilization of water resources in Shule River Basin and water diversion in the Dunhuang area, Changma irrigation district need to take as much as possible of the water-saving irrigation technology and use WEAP software for water-saving irrigation research.
