At present, people have pay attention to the importance of forest disaster question especially on fire. With the development of new technology, People can prevent and reduce disaster more expediently. The EOS/MODIS sensor is designed for fire monitor and it can give us very great help. Therefore, it is very urgent to do some analysis and application study based on EOS/MODIS monitoring model. In this article, author reviews and analyses the technology of forest fire monitor. On the basis of analyzing the characteristic of MODIS, author indicates the parameter used in fire monitors and proposes the model. To apply easily, the model is simplified as 3 pieces of judgments, absoluteness, difference and background. Them are compared and analyzed too. Application study is the emphasis of this article. Model has certain dependability using in fire point of Guangdong and great area fire disaster of Heilongjiang.The result indicates that the absoluteness judgment is simple but difficult to be satisfied; Difference judgment is comparatively complicated, and the precision is general; Background judgment is the most complicatest but the precision is the highest. Studying the application of model in great area fire disaster of Heilongjiang. Author analyses real-time fire situation. The study indicates that the precision can be improved a lot if using nearest neighbor resample method, adjusting threshold value according to actual conditions too. On the basis of model, author proposes an experiential method for detecting burn scars with ρ5,ρ7and NDVI. Except monitor fire disaster in real time, forecast of fire earlier stage and evaluation after disaster is also studied in this article. Author proposes a simple FDI model with T31,ρ7 and NDVI to forecast fire. The result indicates it has certain dependability.
