China is a large agricultural country, where water shortages is highly serious. At present, the consumption of water for agricultural irrigation accountes for the largest share in the annual water consumption and the problem about inefficient of water in agricultural irrigation exsists, which make agricultural irrigation water have saving potential. So saving agricultural irrigation water is a key to deal with China's water crisis.Water quota refers to unit limit (amount) according to a certain amount of water required by accounting in a certain time and certain conditions, which is an important indicator of water management, and is a measure standard whether industries water is reasonable, even an important basis for water planning. Water quota assessment is fixed on evaluation and measure of water quota by definition. The standardization refers to the activities which can be common used and reused for practical or potential problems in order to get the best order within a certain range. Here it is the best quota within a certain range, which can make irrigation water efficiency achieve reasonable and provide a theoretical basis and a technical support for big range promotion in the future.Utilization coefficient of irrigated water is a composite index for using quality of irrigated water, one of the main marks for measuring irrigation management level, and an important basis as irrigation area planning and preparing water programs. It includes utilization coefficients of canal water and field water. Improving the utilization efficiency of irrigation canal water is the main measure to alleviate the water resource contradictions between supply and demand, and is the major indexe to evaluate canal working conditions and management lever of water-saving irrigation engineering. Therefore, utilization coefficient of canal water must be calculated correctly and reasonably. Dynamic assessment procedure of utilization coefficient of irrigated is developed to resolve this question, which also makes the coefficient alculated more systematically.The evaluation and standardization of water quota in city filed was supported by the natural science foundation research for ministry of Water Resources. Based on indoor infiltration tests and field infiltration tests into soils, the paper studies various factors of influencing agricultural irrigation water utilization coefficient and formulates criterias and standards of water quota in the sprinkler, drip, surface irrigation ways by investigating and testing agricultural water quota in Houma.Research and results:(1). By analyzing of research progress about assessment of water quota and utilization coefficient of irrigation water summarizes the standardization process of the water quota, which provides a theoretical basis for the assessment of water quota and the development of standardized for Houma.(2).Determine the infiltration capacity, parameters and storage capacity of soil,that is to say that take fifteen points in the Houma area to measured soil texture, soil bulk density, water content, field capacity and organic matter content and other parameters,which supports the development of the agricultural water quota.(3).Combination of water requirement and the local precipitation of crop,by analyzing crop planting structure can acquire net irrigation quota of main crop growth period and irrigation quota target tables in the current year and planning in Houma (p=25%,p=50%,p=75%,p=90%),thus made of irrigation quota to non-sufficient irrigation.(4). Based on the analysis of lost during the irrigation projects and water distribution process it can get evaluation form and efficiency assessment procedures of irrigation, then validated and applied.Innovation points:the paper combines experiments and theories creatively, considers comprehensively various factors of influencing water quota and irrigation water utilization coefficient, and formulates agricultural water quota evaluation sheet in the sprinkler, drip and various irrigation ways in the immediate and long-term time in Houma. The existing evaluation methods and procedures of flooding irrigation water effects are only applicated in traditional non-plastic mulching condition. Whiles, the evaluation methods under plastic mulching need to be studied. Because computer level restrictions and time problem to me, assessment procedures of irrigation water utilization coefficient are not considered comprehensivly and is needed to be further studied.
