Establishment On Greening Project Information Management And Service System

The research topic of this paper is the establishment of the management and service system of the "Three Networks"(TN) Greening project in Dongying City,Shandong Province.Based on the research of the advances of the Greening Project Management System at home and abroad in recent years,the paper firstly surveyed the business process and implementation of the "TN" project.Then it analyzed the data-processing requirements and demanded functions during the process of information management and service in the "TN" project,according to the requirements of the "TN" project's administrators and forest farmers.Finally,combining with the process of greening project itself and the research on recent advances in the same area,the paper design and build an information management system for the administrators of the project,and an information service system for forest fanners.Firstly,the research took an overview on the related forestry concepts(such as afforestation, afforestation model and so on) and the "Three Networks" Greening project in Dongying City. Then it choosed proper system architecture,development platform and key GIS technology.One research was done on the project information management system, which was based on GIS components, and made it faster,more convenient and accurate for professional administrators to maintain, display, inquire and analyze the data of the "TN" project.The system is composed of GIS basic function module,project data inputting and updating module,project information search and statistic module, project implementation acceptation module,project information output module and platform configuration module. The subsystem is efficient in managing and maintaining spatial data and attributes data and provide the functions as follows:afforestation information edit, analysis and inquiry, management,and resource data report statistic output & thematic map output. By computing the acceptance indexes and evaluating those projects, it supply an efficient management platform for obtaining information and making decision in project management.The other research was done on the "TN" project information service system,which was based on open-source WebGIS technology and geared to the needs of the farmers. Managing the spatial data and attributes data in the project unified and releasing them on the Internet,the system provide the forest farmers with the electronic map of the "TN" project,Google Earth image map,project information inquiry,afforestation sub-compartment information inquiry and corresponding afforestation model,tree species information and so on. To meet the needs of the project, the subsystem show the newest progress of the project to the farmers,which makes infonnation sharing come true and improves the transparency of the "TN" project to the forest farmers.
