Jinzhou, Huludao, Fuxin and Chaoyang located in the western Liaoning Province, where the Mongolian Plateau, mountains in northern Hebei Province and hilly mountains in western Liaoning meets each others. Because of the special topography, rainfall and a variety of irrational human activities, there is serious soil erosion. Sheet erosion and gully erosion are the typical erosion types there, and the gully density is about 1.4km/km2. Serious soil erosion causes vegetation sparse, land desertification, siltation of rivers (reservoirs) and potential flooding risks, it also leads to water shortages, arable land reduction, land productivity decline, ecological deterioration, and economic development unsustainable.Based on the characteristics and causes of soil erosion in western Liaoning, we analyzed the reasons for the degradation of ecosystems and found that three factors account for the ecological degradation in this area, and they are deforestation for firewood, sloped farmland cultivation and grazing ecological degradation. This research mainly around the three types of soil erosion characteristics and site conditions, and in combination with regional natural conditions to carry out experiments, In order to provide the technical support of vegetation restoration. The study analyses vegetation degeneration and environmental factors of the interactions, starting with slope surface runoff from theoretical and experimental test and identifies the vegetation rehabilitation of the water and soil conservation mechanism and function.The point to point vegetation rehabilitation technologies were point out:1) collecting annulus site preparation should be used for seedlings on the dare slope, and container seedlings technology for sand sites.2) Hedgerows should use on gentle slopes and pools for fruits could be used on steep slopes.3) Enclosure and seed addition would be suitable for deterioration grassland.
