Regulations were vital to the development of animal drug industry and food safety. Though booming after 1980s, animal drug industry of China encountered series of problems, recently, such as lack of R&D, enterprises were not high-technical; most medicines were generic products, quality of products was not satisfied; market environment was not suitable for the free movement of producer goods; industry developement strategies were not powerful, short-term ventures increased investment risk; laws of animal drugs were still not complete, administrations on veterinary drugs needed to be elevated. Due to Misusing of veterinary medicines and lack of administration, without essential basic researchand enough safety datas, detection technologies and risk anlysis, residues of veterinary drugs in food were out of control. Then regime reformations were vital, more powerful regulation and surveillance was crucial. Fortunately, many developed countries had gotten lots of good experience in these areas. So we studied and analyzed techniques and regime in veterinary medicines management of developed counties from Europe and the main international organizations, we put forward some sound advice for veterinary drugs regulation, considering the situation of China, which might be helpful to regulators and companies in reinforcing veterinary drugs administration and enhancing products quality and safety. Then food quality and safety would be guaranteed by well regulation.We searched materials about the regime, rules, standards, policies, programs in veterinary medicines regulations of EU and relative international organizations (FAO, CAC, CI, JECFA, IFAH, OIE and VICH), and studied with the analytical methodologies of historical research, descriptive research, development research, comparative research, anlysing with theories of Law, Histology, Management and Economics.EU veterinary drugs regulation regime was a line-and-staff type. Regulations of drugs, food safety and consumers protection were centered in one organization. Not only interests of veterinary medicine companies were protectd, but also interests of consumers, environment protects and animal welfare was acknolodged. Drugs administrations and administration surveillances were counterpoised. All the programs, activities of regulators and manufacturers were stipulated in law and SOPs.
