The increasing water crisis in our country has gradually impeded national economicdevelopment and affected the daily life of people. In the countryside, the lack ofaccurate accounting and good records results in waste of water. In order to measurewater amount, numerate fee in the irrigation districts and accelerate water resource usedin reason, economic and flexible flow measure method should be chosen at theprerequisite of making good use of exiting water works. In the irrigation districts thepumping station, strobe and etc are remote and scattered, therefore means of signalscommunication and network frames must be taken into account in the watermeasurement system.After data acquisition we must manage it. Development of Management InformationSystem for irrigatiOn districts and realizing the computerization of the irrigation districtsmanagement are important measures of making the management of our country's irrigation districtsmore modernized and standardized. With the rapid development of the information technology, theway of processing information is gradually turning hand to the computer. The irrigation districtsmanagement has put forward higher request to the transmission speed and dependability of theinformation. Establishing the high-efficient and reliable Management Information System forirrigation districts depending on computer has become the essential demand of irrigation districtsdevelopment.By analyzing existing methods of flow measurement methods, several economicwhich are suitable to online meter and measure flow in the plain irrigation are chosen.The principle of flow measurement is also presented Three feasible measuring andcontrolling schemes: gate, "pump-gate", "gate-flume" are mentioned. Network designssuitable for the irrigation districts are mentioned by analyzing existing network structureand means of signals communication. Concerned with JiangSu Province FuNing Countyof YanCheng City, water supply measurement system was designed which achieved measurement and controlment at real time in all of the county. Water supplymeasurement data acquisition and management system software was designed. Thesystem software is divided into two parts: one is data acquisition subsystem which isdesigned by configuration software. This subsystem is seeing after watching dataacquisition. The other is management subsystem which is programmed with VisualStudio.NET which is seeing after manageing collection data and water consumption forirrigation districts. This software possesses easy operation, friendly interface, fast runspeed, reasonable results virtue. It achieves basically the original intention andpossesses preferable practicability and better adaptability.
