Water is the life resource that is the people living and development can't be superseded resource. In late years, with the population increasing and development of living standard, the water resources in north of China have been faced the serious shortage. Therefore, reasonably and high efficiency use the limited water resources will be a key issue of the agricultural production in future. Whereas the water conservancy information management is one of the reasonable model for high efficiency use of water resources. That is through the advanced information technology as modern communication, computer networks, deeply and widely using the information source to supply the scientific decision-making and basis for the irrigation management department.Based on fully comprehended the real work needs in irrigation districts, deeply analyzed the present situation of irrigation districts in home and abroad, has ascertained research content coincided with the water management of irrigation districts in our country, made up the structures and functions of the planning water use management information system in irrigation district (PWUMIS). According to the information system theory and software engineering methods, comprehensively adopted the modern communication technology, the database management technique to develop the PWUMIS in irrigation districts to achieve quick transmission and communion of the water use information in each management station, to supply the reliable data sources for the decision making and management of water distribution.The PWUMIS was composed by eight function modules, such as user management, database management, water use plan, network communications, water distribution, water use summation, results output, system help, with the Visual Basic 6.0 and Access for the developing environment, using the oriented object programming language. Whole system has rapidly response, simple manipulation, friendly user interface, completely data disposal function, with rather strong practice, advance and currency.The function of this system and main research results:(1)To achieve computer management for the water use in irrigation districts. Using the computer to draw out the water use plan, water distribution and water use summation, a great deal of handworks is replaced by the computer, fully display the ability of computer with large storage capacity, quickly searching, accurately calculating, output the information and convenient inquiring service for users.(2)Using the network technology, the water information in each management station can quickly transfer into the water distribution centre, to actualize the data fast communication, and provided the credible data for the real time water distribution.(3)Using the real time transferring the information of crop water requirements by the basic level management stations, the system can calculate the reference crop evapotranspiration by the formula of Penman-Montieth, then computed the crop water requirements for reasonable water distribution in irrigation districts to supply the scientific basis.(4) Adopted the methods of modular structure design and canonical data, separating program and data, interior function, installing the public variations and local variations, to achieve the system with current function. This research really has the value for extension and application in arid and semi-arid regions.This system was combined the advanced irrigation technology with the computer assistant management and the network communication technology, can effectively improve the modern level of information management in irrigation districts. To achieve the modern management and publicly share the information resources established the foundation, thus has important role for promoting the development of irrigation districts in arid and semi-arid regions.
