With the world population increase and global & regional economic develop the structural problem of"Population, Resources, Food, Environment"has become global ubiquitous problem.Especially over the past few years, ecological environment deteriorates, natural disasters increase which attributed to human activities'scope expand, have a serious impact on human society development. Forest is an important component of land ecosystem, is the largest area of land, the widest distribution, the most complex structure, the most abundant material ecosystem. It plays an irreplaceable role to improve the ecological environment and maintaining ecological balance. Our country is a densely populated, forest pest-prone country, annual losses area which caused by forest pest epidemic is 214 times caused by forest fires in the same period.Forest pest epidemic has been called"smokeless forest fires", it is an obstacle impacting on the sustainable development of forestry followed by the man-made destruction and forest fires. Forest pests monitoring management is an effective way to prevent the epidemic, is the premise to effective control large-scale epidemic outbreak.County is the most basic administration unit that organized to implement the monitoring management of the forest pests in our country, so the management of the data in the county level has a tremendous significance.This requires country level forest pest management should emphasis on the source information standardization,but our county forestry pest monitoring and management work over the years remain in the extensive management degree, the management of pest information is mostly by manual method,forecasting model based on the general basis of statistical methods, lacking of time and space dimension study and there are no unified information systems,this result of years of accumulated data at the grassroots semi-idle state, could not be fully utilized.The emergence and the rapid development of GIS improves the use of forest pests information, opens up a new avenue for studying the relationship between specific areas with the occurrence of the epidemic and the outside environment, building the forecast model for study occurrence region and epidemic degree as well as forest pests prevention management and space-time dynamic variety monitoring.On basis of analysing forest pests data organization, data analysis, data management features and operation requirement,applying GIS data management mode, data analyse and visualization techniques to conforming existing management manner, the paper brings forward the county level forest pests data management project, the main works of this paper are as follows:Firstly, based on analysis of home and abroad existing forest pests management GIS development background, model and application status,the thesis point out that subcompartment should the base unit. Subcompartment is the minimum representation unit of our country forestry resource II class inventory results, Subcompartment cards is the most importance data source for regional forestry resources statistics.In county level forest pests management system based on GIS subcompartment is the minimum space carrier of pests epidemic,is the base space support for GIS spatial analysis and symbolize render.So building subcompartment data management model is the important component in system geodatabase design.Secondly, author invites experts to identified the system data management model and go to grass root visit, after that cards primary business processes, splitting, optimizing user analysis and completing the analysis and design summary. The paper brings forward the system construction framework based on basic data entry and maintenance, the collection and maintenance of pests data, data summary subsystem, thematic information generation, attribute information integrated query subsystem, report generation and output six function modules.Thirdly, paper base on the system function framework, applying GIS geodatabase management rules to consummating system data management model, according as function requirements complete system geodatabase logical design which includes objects, subclass, relationships, domain, rules, elements.Aimed at system GIS visualization requirements design workspace layer read, render, save and attributes edit class model.Thesis studys the key technologies implement ways in system such as Object-Oriented, database management, data visualization, image pyramid etc in vc development environment.Fourthly, a good many key technologies are implemented and conformed in system with VC development environments. System bases on Qianshan county of Anhui province as specific development target, according to country, province and region forest pests monitoring management requires.Fivethly, at the end of the paper summed up the prototype system research results show that the idea is advanced, the theoretical research results are practical, and it has the potential to build nationwide forest pest monitoring management system, at the same time summarized the inadequate departments.
