| The largest river of China, Yangtze River, famous for its superiorly geographic position, covers nearly fifty percent of national freshwater resources. It is suitable for fishery because of its mild water temperature, rich food and capacious room. However, with the economic development along the Yangtze River , the fishery of Yangtze River faces many menaces such as water pollution, water conservancy construction, excessive capture and illegal capture. These have rapidly decreased senile migration fishes and increased the percentage of young migration fishes or fries. So it is the most direct and effective method to protect and preserve fisheries resources by performing the policy of spring fishing moratorium.Geographic Information System is an intercross subject of geoscience, information science etc. it contains technology of geography, graphics, remote sensing, computer aided design, database etc. It has been widely and successfully applied in resources administration, auto-cartography, programming of city and region, traffic, education and military affairs. This paper mainly introduces how to utilize GIS to administrate spring fishing moratorium effectively, to collect correlative information rapidly and react timely. It is meaningful to solve the problem of fisheries resources decline.Management information system (MIS) of spring fishing moratorium for Yangtze River's lower reaches was developed by MapX, Visual Basic and ACCESS. The data for analysis were collected from the monitoring stations of Yangtze River's lower reaches. This paper is divided into six chapters. General situation of fishery GIS, purpose, meaning and technical route are introduced in first chapter.
