In 2003, Chinese government decided to implement Spring closed fishing in Yangtze River. Enormous monitoring data have been collected from 11 monitoring stations which separately located in Lijiang, Yibin, Chishui, Banan, Wanzhou, Jinzhou, Yueyang, Hukou, Anqing, Changzhou, and Chongming. To effectively express the data's features like time,space and quantity, and find a better way to manage those data., in this research, Geographic Information System of Yangtze Spring Closed Fishing (GISYSCF) is developed. The system is expected to fully mine the potential value of monitoring data, and to achieve efficiently data management and dynamic expression. Then, we could offer references when the government makes decisions about fishery management, and also provide an information exchange stage for the monitoring stations.Based on the features of the monitoring data and the differences between administrators and common users, Visual Basic is chosen to be system development tool, and MapX control was used for secondary development. Combining with ADO which is Object-oriented programming interface, Microsoft Access was chosen as attribute database tool to solve problems such as binding with spatial data and calling and querying information from database. MapInfo was used for digitalization of regional atlas which involved in Yangtze Spring closed fishing, and six characteristic layers was established, namely: base map of Yangtze River, monitoring stations, monitoring areas, spawning place, arrangement of ships, and reproduction and releasing of fishery resources.After being designed, developed, debugged and consulted, the GIS of Yangtze Spring closed fishing has taken shape. A series of functions are designed for the system, which include: permission grading; data transcription,inquiry and updating; map loading and output, data attribute checking, thematic map making, statistical chart making, and navigator. With those functions, users would disengage from dependence on other business software, and be easy to manage spatial data and attribute data combining with their own professional fishery knowledge. And then more function would be developed to fit more needs in fishery field, thereby, data would be efficiently managed and utilized and comprehensively analyzed.At the end of the research, technical problems met during the development of the system are discussed. The needs of GIS in fishery scientific and technological fields are also analyzed, and the history, current situation and prospect of fishery GIS are mentioned. The regularity and continuity of fishery resources data are also been discussed. The key codes, which make those functions performed, are listed, and system defects are pointed out. In addition to that, directions and solutions of fishery GIS for further research are given.
