The regularity, durativity, normality and harm of drought in semiarid region on the Loess Plateau, result in the complexity and hardness to deal with in farmland drought management. At present, due to the low speed of social and economic developing and atrocious natural environment in the region, the capability to resist droughty jeopardize of the agriculture is rather feeble, and the route to strengthen the ability to defend farmland from drought harm is urgent and essential. For agricultural production, drought management is not only adjustment of agricultural measures and the effects of drought on total social economic system and also the reaction to the affections should be paid more attention, to answer to drought influences is also a social mission.The dissertation explained the main contents, system composition and main steps of drought management, combining describe relative abroad and domestic drought management policies and organizations, and the concept and connotation of drought management were discussed in detail. At the same time, the definition, types and harm of drought, the spatio-temporal distribution characteristics and relative influencing factors in China and Loess Plateau were described, and the potential evolution of drought in the future was also discussed. The paper mainly analyzed relative farmland drought management measures in semiarid region on the Loess Plateau, especially the resistant, escape and preventing measures of drought management, the routes to improve filed water use efficiency, the measures to improve field soil water storage capacity, and material drought-resistant and water-saving ways. Otherwise, some important issues such as water-saving agriculture, water resources management, agricultural sci-tech popularization system construction, and building of drought management information system and establishment of emergency guarantee system foundation were narrated and discussed. At last, based on comprehensive analyzing the drought-resistant measures of main crops in semiarid region on the Loess Plateau, some suggestions about farmland drought management were proposed, such as the experiment, study and integration of different measures, and to establish perfect agricultural sci-tech popularization and service system, which were very important for sustainable development of agriculture in the gradually drying, harsh and fragile regions on the Loess Plateau. The changes need financial and policy supporting and care, but rather the recognition from administrative mechanisms.
