The evaluation of regional ecosystem service values can provide key evidences in constructing ecosystem service function transformation and ecological compensation mechanism. Loessy Hilly Region of the Loess Plateau in North Shaanxi is one of the most serious soil erosion areas, which is the main source of sediment in the Yellow River. It is also the key area of returning cropland to forest in this region. Therefore, understanding forest resource value plays an important role in development of this area. Wuqi county is located in the Loessy Hilly Region of North Shaanxi. It is not only the representative region characterized with soil erosion in Loess Plateau, but also the first county of returning farmland to forest in this region. There are different communities from the northwest to the southeast regional, and provide ideal sampling platform in studying ecosystem service value of regional differentiation. According to the second class of inventory data from2000,2005to2010, a series of forest ecosystem service values were evaluated in Wuqi County, where is the typical area in the Loessy Hilly Region of North Shaanxi. In order to provide a theoretical basis for the forestry ecological construction and environmental protection, the changes of6functions or value were selected as water conservation, soil conservation, carbon fixation and oxygen release, purifying environment, conservation of biological diversity and forest recreation. The results indicated:1. In2000, the total value of the forest ecosystem service function was¥310million. In2005, the total value of the forest ecosystem service function was¥1100million. In2010, the total value of the forest ecosystem service function was¥1310million. From2000to2005, the total value of forest ecosystem service function had increased by¥790million, to2010, it increased by¥210million. It shows that returning farmland to forest (grass) Engineering significantly increased forest ecosystem service value of Wuqi.2. In2000, The value of water conservation function was¥12546.4×104, accounting to40.02%of the total value. The value of soil conservation function was¥9235.8×104, accounting to29.46%of the total value. The value of carbon fixation and oxygen release function were¥309.0×104, accounting to0.99%of the total value. The value of environment purification function was¥4814.4×104, accounting to15.36%of the total value. The value of biological diversity protection function was¥4440.2×104, accounting to14.16%of the total value. The value of forest recreation function was¥5.0×104, accounting to0.01%of the total value. In2005, The value of water conservation function was¥51516.7×104, accounting to46.83%of the total value. The value of soil conservation function was¥36401.5×104, accounting to33.09%of the total value. The value of Carbon fixation and oxygen release function was¥949.0×104, accounting for0.86%of the total value. The value of environment purification function was¥10133.0×104, accounting for9.21%of the total value. The value of biological diversity protection function was¥4440.2×104, accounting to14.16%of the total value. The value of forest recreation function was¥10.0×104, accounting to0.02%of the total value. In2010, the value of water conservation function was¥59176.4×104, accounting to45.16%of the total value. The value of soil conservation function was¥46145.6×104, accounting to35.22%of the total value. The value of carbon fixation and oxygen release function was¥1160.1×104, accounting to0.89%of the total value. The value of environment purification function was¥12755.1×104, accounting to9.74%of the total value. The value of biological diversity protection function was¥11763.8×104, accounting to8.98%of the total value. The value of forest recreation function was¥12.0×104, accounting to0.01%of the total value. The value of forest ecosystem service function increased with the development from2000to2010. The value of service function was increasing, but showed the order as, water conservation>soil conservation>biodiversity protection> purifying environment>fixing carbon and releasing oxygen>forest recreation function. The magnitude of service value in different forest types followed the order as:the special forest>protection forest>economic forest>firewood forest>timber forest. 3. The total value of the forest ecosystem service function based on the space partition:the values of the first, second, third and fourth region were¥4968.6×104,¥8198.3×104,¥8626.6×104and¥9562.4×104in2000, respectively. In2005, the values of the first, second, third and fourth region were¥10783.3×104,¥24082.8×104,¥34308.0×104and¥40833.2×104, respectively. In2010, the values of the first, second, third and fourth region were¥16525.4×104,¥32142.8×104,¥36287.1×104and¥46069.7×104, respectively. The value of the every region increased with the change of time from northwest to southeast.In summary, after10years returning farmland to forests from2000to2010, forest area and its increased ecological service function value increased by a large margin in Wuqi County. The ecological service function value showed the order as: the soil conservation function value> water conservation> purifying environment>biodiversity protection>fixing carbon and releasing oxygen>forest recreation function. Forest service function value increased from northwest to southeast, and hilly area of southern Maowusu sand aArea<loess gully region<beam beam shape<gully region. Therefore, the ecological construction and forestry development should focus on, Muwusu sand area in returning farmland to forest to prevent soil erosion in the future. Jian region of loess beam with arbor and shrub combination should widely cultivate drought, locust and seabuckthorn species to improve water conservation and soil conservation function. Ttrabecular gully region should widely develop peach trees, apricot and other economic trees to combine ecological environment construction to social economic development and to take "win-win" benefits. Additionally, the southern hilly area should plant evergreen trees with developing featured tourism, making people consciously engage in ecological environment protection, and improve ecological service function and value.
